Abstract

This article analyzes the role of artificial intelligence (AI) in combating the underregistration of civil birth in Latin America, a problem that compromises the exercise of citizenship and the guarantee of fundamental rights for vulnerable populations. The central issue is to identify how AI can be applied ethically and efficiently to reduce underregistration rates, considering the social, legal, and technological specificities of the region. The general objective is to understand the potential of AI in the universalization of civil registration, while specific objectives include mapping international experiences, identifying barriers and risks, and proposing guidelines for the Brazilian context. The hypotheses assume that AI can optimize the identification of unregistered populations, provided it is supported by solid legal frameworks and integrated into intersectoral public policies. The methodology adopted is qualitative and comparative, based on documentary research, normative analysis, and case studies in countries across the Americas, with emphasis on Brazil, Mexico, Uruguay, and Colombia. The final considerations emphasize that AI is a promising tool to expand access to civil registration, provided it is accompanied by ethical algorithmic governance, social participation, and institutional strengthening. The development of integrated public policies that combine technological innovation and the protection of human rights is recommended in order to eradicate underregistration by 2030, in accordance with the United Nations Sustainable Development Goals
